Op Maandag 17 April 1989 is 'n groot beginselbesluit deur die Suid-Afrikaanse Geneeskundige en Tandheelkundige Raad geneem, nl: "die beginsel van verpligte Nasionale Gemeenskapsdiens deur persone wat by die Raad kan registreer, indien uitvoerbaar, aanvaar word. "
