Abstract

District based health systems are widely used by countries attempting to follow a Primary Health Care approach, and are strongly promoted by the World Health Organisation (WHO)' 6. Many South Africans are familiar with the British health system, which is based on the district model, and some have experiences of health districts in developing countries.
